Otaru, the setting of the movie 'Love Letter', honestly didn't find the Otaru Canal to be very thrilling. Instead, I preferred the open sea. (The sea is right in front, but it seems that many tourists leave without really seeing it.) In Otaru, there are famous music box shops and beautiful cafes, as well as many quaint little stores, so I recommend visiting if you're traveling in Hokkaido.
